The household paper industry in Mancheng County, Hebei Province started in the early stages of reform and opening up. After more than 30 years of development, it has now formed a household paper industry cluster and a relatively mature and complete supporting industry chain with Daceying Town as the core, radiating and driving the surrounding three townships. There are currently 57 comprehensive enterprises engaged in the production and processing of raw paper in the county, and more than 270 independent processing enterprises. In 2014, the production of household paper reached 1.2 million tons, accounting for approximately 16% of the national production. There is a sewage treatment plant built in Daceying Town, implementing a management model of "one plant, one management, and centralized monitoring" to ensure that the sewage meets the discharge standards; The first phase of the cogeneration project implemented this year will meet the centralized heating demand for 1.5 million tons of raw paper production.
In the fierce market competition, the household paper enterprises in Mancheng County are actively transforming and upgrading, with a high enthusiasm for investment in equipment updates and upgrades. Due to its unique location advantages such as low cost and flexibility, the production and sales of household paper in Mancheng were booming in 2014, with good development prospects. 
After a formal application by the People's Government of Mancheng County and a special investigation and research by the Secretariat of the Household Paper Professional Committee of the China Paper Association, it has been decided to award the title of "North China Household Paper Industry Base" to Mancheng County, Hebei Province. The licensing ceremony will be held on May 24th at the Shenzhen Life Paper Entrepreneurs Summit. 
Currently, the paper product industry in Mancheng County, Baoding City, Hebei Province, produces over 800000 tons of various types of household paper annually, accounting for 11% of the total national production. Faced with the reform of the paper industry, the Manchurian government adheres to the development requirements of "green, circular, and low-carbon", takes the path of developing green household paper, and strives to make the traditional paper industry bigger and stronger. While actively addressing the "three wastes" pollution, based on our own actual situation, we have planned a 1000 acre deep processing and rewinding industrial zone for household paper. The first phase of the 100000 ton household paper production base project with a total investment of 1.587 billion yuan has been put into trial production. This time. The title of "North China Household Paper Industry Base" is well deserved, and it also shows us that compared to the transformation of enterprises, the development ideas of the government are more important. We hope that this successful case of Mancheng can provide some inspiration to other local governments.
